Can I cite one of the illustrative figure from the website in OpenCV in my research paper?

I need to explain the pinhole camera model in my research paper and the figure in the Camera Calibration and 3D Reconstruction page offers perfect illustration:

Do I need to ask for permission to use this figure? If so, where should I look for help?

i don't think, you need to ask for permission.

opencv's code, as well as the docs are BSD licensed
