Detecting neck of a human

What are the steps to be followed to detect and track neck of a person ?

I am guessing..

  1. Smoothing.

  2. Thresholding w.r.t to skin color.

  3. Detecting chin feature using face detection.

  4. Detecting a relatively big blob below mouth.

What do you think? Is there a better and more precise way?
