I wanted to use openCV only for python and hence installed using [ sudo apt-get install python-opencv ] but the version installed is 2.4.8 . How can I update to latest 3.1

Official repositories through apt-get install
only contain old and outdated OpenCV versions. Since you are on Ubuntu and installing OpenCV there from scratch is fairly simple, you'll probably have to build OpenCV3.1 from src and enable python bindings (see 4.).
