using create_csv.py and crop_face.py

i didnt quite understand how to use python scripts. i have no any experience on python really. how can i call these scripts on windows and what outputs should i get at the end. i'm working on gender classification. i understand the logic, like giving a dataset to the classification tool to match the images with the examples. can you help me with creating this csv file?
