Detect human's gesture through glass

Hello,

We are doing a project that needs to detect and redraw specific human's gestures behind the frond glass of a car. We are uncertain that if it is possible for a camera outside to recognise the person driving the car holding up mobile phone to ear from the front view (please find the image here and note that the image is from the rear view) and how can we do that?
