How to stream ipcamera using open CV win phone 8.1(store)

I have using library MJPEG Decoder. It runs good on win phone 8.0 but not run on win phone 8.1(store). I searched on the net that there are OpenCV can stream video, but I do not know if the phone supports 8.1 win (store) or not?
