OpenCV3 alpha - using precompiled binaries on windows

I have used the search function but did not find a suitable answer so far. My question: is it possible to use openCV 3 alpha on a windows machine without building the library? For the versions 2.4.X I can download the self-extrating zip and there are always precompiled binaries which I can use from sratch. In the openCV 3 package I also found a "bin" folder with binaries, but there are only a few dll and lib files located (ffmpeg.dll, world300.dll)- most files are not here.

So, what can I do in this case? Can I use the missing files from the 2.4.9 release or do I have to build the library by myself via CMake?
