How I can clean the noise in this Plate?
How can I clean the noise in the Plate leaving only the characters?

Apply connected components and remove the largest component (the black borders). Then you'll only have the characters. To clean noise you can further remove very small connected components.
GilLevi says that you must calcuate max. area and remove it. The other way, you can use morphology method. The example please ref: http://answers.opencv.org/question/31467/applying-houghline-correctly-on-the-region-of/#31480
