Why createsamples, traincascade applications are not built when building OpenCV 4.0.1? For version 3.4.5 the build is successful.

They are obsolete tools. See deep learning topic for object detection.

Oh you must be kidding me >_< so now we are removing old functionality because of newer implementations? Especially if you see how many fields are still benefiting of this very easy to use and basic computer vision functionality ...
