Hi,
You can install docker on Windows and use Windows subsystem for Linux (WSL) to build the docker image and run. Before the answer I successfully did that:

In my case I was behind a proxy thus some extra steps were necessary to make. But finally it works. Enough!

Thanks for the head up, that being said, the Q&A is officially supported by OpenCV. So in my honest opinion its wrong to tell people not to use it anymore :D

Hmm i would reduce the hassle and make a dual boot ubuntu 18.04, which literally takes 5 minutes to install. It might seem difficult in the beginning, but it isn't :)
