Can't access the site since 3 days from India(Mumbai).

yes, opencv.org & docs.opencv.org (both on 108.59.4.77) are down. it's not only you (or india)

There is a problem with the hosting, we are waiting when it will be solved.

any mirrors for documentation of opencv?

The server is up now but to avoid problems like this, you can build the OpenCV3 documentation locally with:

make doxygen

You call this command in the build directory if you have built OpenCV from source and you just need Doxygen and to have enable the documentation generation in CMake.
