Hi! Now OpenCV "installer" is just a self-extracting archive. After you unpack it, you'll have necessary pre-built libs to start develop with OpenCV.
Step 2 from documentation described at "System path" section. It's optional. Step 3 will be fixed, here the ticket about this.
