How can I differentiate two colors depending on its brightness?

for example: The green pedestrian indicator vs the restaurant's signings. image description

Can this also be differentiate? The red pedestrian indicator vs the backlight of a car? image description

If color values are equal that's not possible. You have to use context value like stability in time :light change from red to greensome light are moving and some not...
