Background/Camera Motion Estimation

I'm working from this paper in section 3.1 Obstacle/moving object detection. So far I've implemented step 1 and 2 flawlessly. I have no idea how to implement step 3. They say go about using the RANSAC algorithm but the other stuff required after that in step 3 is confusing and I have no way forward. Anyone, PLEASE help!
