I have some doubts about the nonfree module:

  1. Does it implies paying?
  2. Is there a licence needed for using it?
  3. Why does it have that name?

The nonfree module is actually a module that contains software that cannot be placed under the BSD license of OpenCV. This means that once you use this software for commercial purposes, you will have to contact the patent holder for license agreements. Therefore it is called nonfree.

And there are SIFT and SURF... what are the most similar descriptors to SIFT?

Well it depends, take a look here. It sums up all other possible descriptors. Basically each descriptor can be made rotation invariant, for example look at how @GilLevi does it right here.
