Detect block coding artifact

Dear all, I would like to detect the amplitude of the block coding artifact caused by compression - that is how strong / distubing it is. Would you please recommend me which tool of OpenCV should I check ? I thought about edge detecting algorithm along the grid 8x8 pixels, ... ? Thank you in advance for your help
