Looking for expert to develop pattern matching tool

I am working on a project which consists in screening a perimeter on google earth and flash earth simultaneously. The user will draw a shape on a paper and then uploaded it into a software. The shape will be used as a pattern to match all similar shapes found within the perimeter defined on google earth and flash earth.
