android object/color/shape recognition [closed]

For a scientific project I am looking for a good Open CV developer who can help me (for good payment of course). I am also a developer but I don't know much about Open CV and I don't have time to learn it, since the project needs to be finished as soon as possible.

I have a measuring instrument and a mobile android device. At regular intervals a rectangular object of a specific color appears, which needs to be recognized reliably by the camera of the mobile phone. It can appear/pass by slowly or very quickly.
