Real time video problem [closed]

I need some help if you can help me. I have to create a real-time application (video stream) that detects the state of a valve, open or closed, the detection must be done at different scales, so I believe the Template Maching method is not going to be useful in my case, also I only have some metal valve and I do not have much image to create a large database and use a machine learning method, I'm stuck and I do not know how to proceed I'm waiting for your help if you can and thank you.
