DNN_BACKEND_CUDA is not available on public api java?

it's not a java problem, the cuda backend (a GSOC project) is still in the making,

you'll have to wait for this pr to get merged.

Oh dear Santa Clause - I wish a cuda backend for opencv this year ... :-) Loooking forward it and i am a bit excited.
