LineSegmentDetector - original code license conflict

What is this original code license conflict? I have implemented a solution using opencv 3 which has lineSegmentDetector() function but in opencv4 it says "original code license conflict". Is there any licencing issues with opencv implementation of this algorithm? Is it safe to use opencv3 implementation of this algorithm for inhouse solution?
