how to convert images to "mjpeg" or "h264" stream

Hi, I want to convert images (like webcam stream) to a mjpeg or h264 stream.

I don't want to save the video to a file, I really need to create a stream to send it by network with low latency and good compression.

I'm learning about image processing in general, and the part where I need to transport a video frame by frame is to heavy t do it without video compression.

Thanks a lot, I have no clue on the internet, everywhere it's about saving on a file.
