how can Rebuild the library with Windows, GTK+ 2.x using cmake

Hello, Actually i have installed opencv-2.4.13.6 on ARM board and there is no any sudo/apt-get packages available. So, i am thinking that there could be some way of cmake by which i can install GUI support and can run application.
