Fail to compile OPENCV 3.3.1 LIB windows ARM with VC15

Using CMAKE with VC15 for ARM I get a lot of compiler error. Most came form Google protobuf that does non recognize the architecture (I think) Other from intrisic (but this can be disabled form CMAKE configuration). Do you have suggestion of how to set CMAKE or changes I have to do to get a compilation ? THX

I gave up doing it on windows, too many small problems on all ends. I would try it on ubuntu.

IoT will only work for arm. Not Windows 10 platform.
