Experts advice needed on setting up all the things,I want to design windows universal app using Open CV module

unfortunately, you might be the 1st person ever trying this, (i have not tried) but my guess is:
you'll have to build the winrt platform first , (can't use prebuild libs)
then, try one of the winrt sample apps here
