that's a fairly complex sample. can you try something plain vanilla, like this:

#include "opencv2/opencv.hpp"
using namespace cv;

int main()
{
    VideoCapture cap(0);
    while(cap.isOpened())
    {
        Mat f;
        cap >> f;
        imshow("ocv",f);
        if (waitKey(10)==27) break;
    }
}

your weird window title hints at a linking problem, it's notthe code, something in your project is wrong.

please make absolutely sure, that you only link opencv debug libs with debug build, and release libs with release.

also, please stop wasting your (and our !!) time with opencv2.3.1. throw it away immediately, get a recent opencv version, and try again.

I get Error 1 error LNK1104: cannot open file 'opencv_world310.obj' C:\Users\rusht.DESKTOP-PEP6IHI\Documents\Visual Studio 2013\Projects\Project1\Project1\LINK Project1

Now I am getting

Error 1 error LNK2019: unresolved external symbol "void __cdecl cv::imshow(class std::basic_string<char,struct std::char_traits<char="">,class std::allocator<char> > const &,class cv::_InputArray const &)" (?imshow@cv@@YAXAEBV?$basic_string@DU?$char_traits@D@std@@V?$allocator@D@2@@std@@AEBV_InputArray@1@@Z) referenced in function main C:\Users\rusht.DESKTOP-PEP6IHI\Documents\Visual Studio 2013\Projects\Project1\Project1\Source1.obj Project1

please link against opencv_world310.lib (not .obj), and use the 'd' version in debug mode.
