Well, I can tell you that you can stop any of the background detectors to stop learning by passing 0 as the learning rate in the apply function. I don't know if you need to give it the same image several times with learning running for it to stop detecting things or not, but I'm sure you can figure that out.
Another possibility is something like THIS tutorial for detecting hands.
