Issue milestones can be interpreted as some kind of roadmap: https://github.com/Itseez/opencv/milestones?state=open . Currently, due date is not set for active milestones, but we are going to update them during adaptation to new issue tracker.
Rough estimation for 3.1 is Q4 2015, we have some tasks planned for this release.
