Try to build OpenCV with NEON support:

cmake  -DCMAKE_TOOLCHAIN_FILE=../opencv/platforms/linux/arm-gnueabi.toolchain.cmake -DENABLE_VFPV3=YES -DENABLE_NEON=YES  ../opencv
