No, it is not problem. It is recommendable (but not obrigatory) that the positive images be smaller than the negatives. I will copy the text of the following link that have some interesting tips in haartraining.
Should negative images have the same size? No. But the size should not be less than -w -h, which were put during vec file generation.vec file generation.
