you should NEVER put : into a filename, it is reserved for various purposes (seperator on linux, disk specifier on win, etc)

and please check writer.isOpened() before trying to write

try with a timestamp like:

 hms = time.strftime('%H_%M_%S', time.localtime())

and please check writer.isOpened() before trying to write
