As far as I know the libraries of opencv are not compatible with the galaxy s4 yet. Most likely samsung has done some custom stuff internally (regarding camera api) that does not comply to the android standard. The same also happens on other devices.

(in case you use the google s4 with android 4.3 it wouldnt work anyways since there are no libs for android 4.3 yet)
