I am agreed with Steven about the legal document thing. But the source which he provided, the frame of numberplate can be extracted running a python script.
Another way is creating the database on own. I have used following link for creating the dataset. http://acme.com/licensemaker/licensemaker.cgi?state=New+York&text=abc+1234&plate=1986+Vanity&r=95519216
