Basically, the fact if you detect the eyes or not, depend on the amount of information and variation that is contained into the eye. Probably using IR camera's will yield way to less information to correctly detect several eye features.
You could try to use more heavy large resolution capturing devices, and then perform some histogram equalization techniques to counter for the illumination and to make an evenly spread intensity spectrum. But still, it will be hard to get decent results I am guessing.
