Is there an application included in the OpenCV 3 examples??? Or what link is between your question and the forum? I think you shall start by google it, there are many approaches and they depend on your specifications (like camera type: IR, YUV, etc. or camera speed if it is less than 30fps you are not going to detect all the blinks)

Haha this is seriously again a question in the trend of I have zero experience, please solve all my problems for me. I am sorry but this is not how the forum works. Read the FAQ and open a new question if it actually suits the goal of this forum...
