Accessing open cv dlls

Hi, I'm trying to access open cvs dll files to use on another platform. I'm using win and trying to call functions from Flowstones Ruby module. I have placed the libopencv_core242.dll in the appropriate folder. I got it from the opencv/build/x64/mingw/bin folder. I'm not sure if its right.

Am I going at this totally wrong?

I get a Exec format error. 😞

I've searched and not come up with anything. ( that I could think would help )

Anyone know where I'm going wrong?
