Is OpenCV allowed to use in windows user space driver of camera?

I saw in most of cases OpenCV was applied in applications. What if someone wants to add more post-processing effects in windows user space driver of camera(like MFT) so that other applications using camera can benefit from it directly, is it workable? If it is not appropriate, what limitations will be? Could someone help to explain it in detail? I will appreciate it deeply. Thank you.

Is your camera is USB?

Yes, it is supposed to be. What does it mean? Only USB camera can work or not? Thank you.

Just checking to see if it is usb. Unfortunately, I merely used raspberry pi. But i don't have a camnera.
