How can I get createsamples.exe?

I use opencv 4.1.0 for android. In this case, how can I get createsamples.exe?

the createsamples tool won't be built in recent opencv4 (mostly due to deprecated c-api parts there)

what are you trying to achieve / train ?

in most cases, training cascades might not be the best idea.
