why cant use support vector machine library classes such as CvSVMParams & CvSVM? [closed]

i am using opencv-3.1.0 on netbeansIDE 8.1 and using linux and i am trying to use such class and they are not provided any thing i can do?

cvsvm is not in opencv 3.1. it i now SVM

ya i just realized that i downloaded the older version 2.4.13 and it works just fine thank you @LBerger
