I am not able to download any library [closed]

I tried to download the 2.4.0/9/13.. and 3.0... none of them was able to be downloaded correctly (to extract it later) all the files stopped at 1,2 and sometimes on 6 MB so how can I download the full one? P.S: I paused my anti virus.

oh thanks!! I was able to download it but how can I install it, it looks different than the tutorials that I watched!! I am using windows 7 64x but I can't find any .exe file thanks so much
