I am sorry, but you can't register to opencv-dev :-) It is mailing list for OpenCV core developers. It is used for communication within the group of developers and for communication with extern contributors. So you should be careful with sending something to this list.
Yahoo group is active now. But we don't support it. We very recommend to all OpenCV users to use this Q&A forum instead of Yahoo group. We plan to close the group in near future.
